Legal Question in Immigration Law in Missouri

My fiance has worked in america under his real name and always paid taxes under his tax id. He came here illegally without any paperwork. What are the possibilities of him becoming legal in america without having to return to mexico? He would be able to pass the citizenship test.

He can't become a US citizen at this time. He can't even become a resident without having to leave the USA and apply for a visa abroad, which potentially can render his inadmissible for 10 years.
