Public Adjuster and conflict of interest on RE salvage

I had a house fire last year and I hired a public adjuster. We decided to relocate and sell the property as-is. The adjuster told us what he thought we could get for it ($57,000), and then said he had a buyer for us. He provided the contract and was the only point of contact for the sale until near closing. He said the buyer was going to repair the house and resell it. I found out through the county records that the buyer turned around and sold it that same day that we sold it to them, without doing the repairs for ($97,000). I believe our adjuster is partners with the buyer, because during a conversation with the buyer (very late in process, just to move the closing date) she said she would not be available to sign the addendum, but that ''Bob'' (our adjuster) could sign his name on the contract for them! Which makes me think he must be acting as a partner, or on their behalf. I believe this is fraud and a conflict of interest, as he was hired to work on MY behalf! I believe he probably shared in the profits off the resale of the house, but never disclosed any working relationship with the company that bought it from us. Can we recoop any loses from them?
