What you asked depends very much on how you mean "make" If a patrolkman tells womeone to exit, andthey do, they were not forced to leave. If the are grabbed anb yanked out, a court will likely say they wre forced to leave. This question will not likely come up oin court based upon issuing a ticket, although giving a ticket is the legal equivalent of arrest. It is hard to imagine how the method of issuing the ticket, would ever be a successful defense to teh underlying charge that the ticket described. It might be the source of a civil suit against the officer or hsi department. But, that is even a long stretch, not likely to be profitable.

Good luck
