is it possible to sue or remove a sitting congressman for breach of promise.to wit,betraying the oath they took to uphold the constitituion?

No. A Representative can only be removed during his/her term via impeachment or, in some instances, by a vote of the other members of the House. (The same rule applies to Senators.) The only other way to oust a member of Congress is to elect someone else the next time around.
