Settlement order ignored

I have a divorce settlement stating I was to receive an amount of money on June 28, 2006. To date, I have received nothing. I have an attorney in Montana. He won't answer my calls or emails. He said the ex doesn't have the money and that's it. I don't understand how he can just ignore a court order? The ex had one year to get the money. I have been very patient. HELP!!!
