Parental Custody Limitations

If the divorce decree states that the mother is the fit and proper person to have the care, custody and control of the minor child, subject to reasonable rights of visitation of the father, does that give her the right to sign and enlist the child in the Army when he is only 17 years of age without the father's consent or signature on the enlistment papers; in the authorization box of ''Verification of Single Parent Consent'' when the father is not behind or neglecful of his obligated child support payments even when on social security disability. The father has not relinguished custody of the child at any time. False information was submitted on the enlistment forms in regards to the non-custody parent and step-parent (DOB's, middle names, etc).
