Collections past statute of limitations

I had a credit card account with a government agency, AAFES. The account became delinquent after I made my last payment in the Spring of 2001. This year, they deducted the delinquent amount from my tax refund. Doesn't this violate the statute of limitations on credit card debt?

A statute of limitations usually is an affirmative defense, with many exceptions, to a lawsuit. It appears no suit was filed but, instead, an offset was applied by the creditor without any formal legal action by the creditor.
