How can I file for divorce from a non-US citizen who lives outside of the country and cannot be located?

You would have to do a publication divorce which can be complicated depending on the country your spouse lives in. An investigator would have to be hired to skip trace and try to locate your spouse as the Court would want an Affidavit Of Due Diligence. Then under certain Treaties it may be necessary to translate documents such as the Summons and Complaint and serve them in a particular manner. However, a divorce this way can be done but it is more expensive than a domestic publication divorce.
