parental responsibility regarding dentist

my granddaughter is going to be 19 Friday jan 19. she has moved to Nevada from Oregon recently to live with her older sister. she recently told her sister she was experiencing dental pain and was taken to a dentist. she needs $7,000. of work, Her mouth is full of major problems. Can her father be forced to pay for th bill since he neglected to take care of her needs when she was living with him in Oregon?

Unless he has agreed to do so in a settlement agreement it is doubtful. 19 is considered emancipated in Oregon and Nevada.
