Use of someone's elses account without permission

Know of someone who ''hacked'' into a friend's account and then used this account to send e-mails using the friend's name, etc. This someone has also signed a few other people up to receive all kinds of e-mails about a variety of subjects - to the point of being harrassing. What consequences are there for someone who uses another's account without their permission? or likewise signs someone up to receive all kinds of ridiculous information, articles, etc. to the point where they have to change their account to avoid being inundated with stuff? Are there laws governing these actions? consequences to this behavior? Thanking you in advance for your attention to this matter.
