placed on file without a finding?

What does ''placed on file without a finding'' mean exactly? Does it show up on criminal background checks and is it a black mark on ones record?

It means that you will not be convicted but the charge will be continued for a certain period of time with conditions. The conditions are no further illegal conduct, and often counseling or community service of some sort. If you meet the conditions, the charge will be dismissed at the end of the time period. Otherwise, it will be brought back up for trial. As long as it remains placed on file, it will not show up as a conviction but the arrest itself will still be on your record. Depends how you define black mark but again, it will not result in a conviction as long as you meet the conditions.
