Wetlands

Exaclty what are the laws reguarding filling in of wetlands in Carroll County New Hampshire (specifically the town of Ossipee). Is the action of filling and destroying legal and what if any recourse would a neighbor have if this action was performed on abutting land.

I do not know the laws of Carroll County or New Hampshire. However, it is generally illegal to fill wetlands without the applicable state or federal permits. Illegally filling wetlands is generally regarded as a serious offense. If your neighbor is filling wetlands without the proper permits, your best recourse would be to report this to the state enviromental agency.
