Legal Question in Family Law in New Hampshire

My sister\\\\\'s husband, my brother in law (BIL) had a child with a previous relationship and the boy visits their house every other weekend. Until about a week ago there was no legal proof that he was the father of the boy, but for the last 6 years my BIL helped raise the child and paid child support on what the parents agreed to... My BIL had a legal discreet paternity test done and came back positive that he is indeed the father... so where do they go from here? the mother is a drug abuser and is currently married to a dealer with a history of law problems. The child had rotten baby teeth from a lack of brushing his teeth, and i believe is still in diapers from a lack of potty training and other forms of neglect.... My BIL is not listed on the child\\\\\\\'s birth certificate.

He may file a petition with the proper Circuit Court Family Division to have him declared to be the Father. Then, he may petition for parenting rights and responsibilities. As part of the process a request for an amended birth certificate may be included.

If he believes the child is in danger, he may report the danger to the authorities for approprite action.
