Can a civil suit be filed by a parent for the sexual abuse of the children by their biological father?

Though their father was never even charged criminally, he "took off" from a DFYS car search for child pornography photos and made quite alarming statements that are on a DYFS transcript. He had parenting time originally suspended by the court, but then gave up custody and parenting time on his own. Additionally, although the court ordered psychological evaluations and this man paid in excess of $10,000 to his evaluation (on transcript) the court did not require the evaluations be produced, and, therefore, he has never had a psychological evaluation. The 17 year old, 11 year old and I had psychological evaluations completed by a DYFS appointed psychologist.

I have been dealing with many issues of the children, including therapy appointments that have been on-going for years.

I would like to see some form of justice for both the children and me.
