Can Family be held liable

My question is can a family that was awear of severe child abuse be held responsible even though--name removed--years have passed . My brother Ron was tied to chairs and whipped repeatedly resulting in him wetting his bed until he was 18 . I drank water from polluted brooks because I was fearful of going home because beating awaited me . I ended up getting polio from drinking this water . I was paralyzed in my neck and left leg from this but have beaten the polio/ My entire family knew what was going on and did nothing .There is much more to this story . Is there any legal grounds to support action against these people .

As a result my brothers and I were in 4 State and county

homes . We also lived on the street starting from the age of 10 in good will bins and in peoples cars . This resulted in a criminal record . What a family .

After reading your questions, I have many questions. The timing on this issue is significant. How old are you? How long ago did this happen?
