laws for salvage cars sold with standard titles

I bought a 95 prelude a year and a half ago. I needed repairs done last month. Repair shop told me that the car was in a major accident and half the car was welded together with another car. He said that welding the entire frame was illegal and that a shop can lose their licence. I bought the car from a used car dealer who never mentioned any of this. What can I do???
