Can I charge my ex wife with endangerment for having my daughter sleep in an illegal bedroom with no means of escape in the event of a fire?

It is possible, and it would depend on the facts of the situation. Give me a call, and come in to see me, and let's talk about what you can do. In addition to possible criminal charges (it has to be pretty severe for that) you can also take action in the Family Court to put a stop to this, and you can take other actions as well. I will explain.
