forced to help

can a police detective force someone under the threat of arrest to help set someone up. doing this would then put the persons family in harm because the person he wants set up is a high ranking membr of a well known gang

The police can't "force" you to do anything other than going to and from a cell.

Unfortunately for your "someone" it is a technique used every day. Your

"someone" can refuse to cooperate if cooperating is too dangerous and face a less dangerous arrest.
