Legal Question in Criminal Law in New Jersey

My sister was diagnosed as having a pschotic break before her short stint in a mental ward years ago. At that time she was forcefully medicated- which lasted a few months. She refused to continue treatment and after destroying my things, threatening me and causing mass drama throughout my home - she threatened a NJ cop who was also her ex husband. She was arrested and thrown in prison for two years only to get out and return here to begin threatening and harassing me again. I don't want to jump the gun and request this restraining order to soon but I have a long history of harassment and stalking by my sister. Is there someone I can talk to about this to provide me direction? How will I know if I have enough incidents to get a Permanent Order of Restraint against her?
