Female Facial Hair Discrimination

I am a female. I have facial hair. Not something I have had the money to fix. I have been told by two different managers at the same store that I cannot be promoted due to my facial hair (both also gave a second excuse but also said if I 'fixed' my problem areas I might get the promotion). I also have a printed copy of a company wide memo saying ''Facial hair-Medical or Religious only. Medical requires a Dr.'s note one in file and one on person.'' Its a convience store chain with an attached deli/food service area. They have no problem with me working in the deli like I am but refuse to promote me like I am. I am looking at possible legal action against them but don't want to start an expensive or impossible to win lawsuit. Do I have a winnable case for discrimination?

This sounds like a case of disability discrimination. Please hold on to that company-wide memo and contact our offices as soon as possible so that we may assess how much you can recover.
