Access to school records

When a person turns 18, who may be allowed to see their school records? Does the school have to keep records of inqueries? Does the parent have a right to see these inqueries?

Check the education code for your state. Here in California educational rights transfer to students when they turn 18. The school should keep records of inquiries, but it's a matter of state law.
