Joint custody and moving children

My husband and his ex-wife have joint custody of the 4 children, but she is now threatening to move them out of their school district and potentially out of state. Two of the children are now over 18, so won't factor, but the other two are still minors. Can she do this without his consent?

She cannot move out of state without a court order if he does not consent. He may want to get an attorney sooner rather than later to head off this issue.
