Legal Question in Landlord & Tenant Law in New Jersey

i am currently renting an attack apartment in Passaic NJ, 07055, the landlord/homeowner is now telling me that he is taking over the apartment and going to rent individual rooms out to others, and that i have to pay more for less, now i think the apartment is illegal, and i have been here for 3years, how should i handle this, i heard that if it is found illegal, then i get all of my rent back and that he hast to pay for my moving costs too, and that i get to stay rent free the time in between, whats the story whats my rights and do i get my money back? we have written agreements for rent all three years? should i turn him in? should i go to the city?
