Legal Question in Personal Injury in New Jersey

My daughter who is now 15 has horners syndrome, and heterochromia. At her birth I had a very hard delivery. Her apgard was a 3 at delivery. The doctors then told me that this was congential and was not due to the delivery. I belived them at the age of 29 my first child.

Some told me that they people with heterochrimia are able to receive financial aid for school ( college) I found it interesting so I started to do reseach. I found an aritcle regarding horners syndrome and it stated that contential horners syndrome is rare. And could be due to damage to nerves at birth. What is the Statue for her to claim a case against the doctor that delivered her. I have a feeling that is maybe to late.
