Bad activity in a good area

I moved into my house 5 years ago. I did my h/w before I purchased my home and found out that the area was great. Appr 2 yrs ago, my neighbor across the street started inviting his friends to come and hang out. These guys are thuggish-gang- looking. They come to my area to sell drugs. Now their ''customers'' actually meet them here! They litter, drink, smoke reefer and gamble on the sidewalk right across the street from myself, my spouse and our five small children. I've called the police several times but every time the police come out, they either reprimand them and keep going or the guys run away before the cops pull in front of them. The police advise me there is nothing they can do because the guys are not breaking any laws ( I suppose if the police dont actually catch them in the act, then the law is not being broken) Now I want out. I have put my house on the market for $60,000.00 cheaper then what it appraised for and everytime home-buying prospects come to my house, they see the negative activity & explain they are not interested. This cant be fair. The guy that generated this in the 1st place is never even around anymore. Now they've started calling me snitch when I come out my house. Do I have any recourse?

This is a difficult situation. You want to take action against this idiot. It MIGHT be possible to find some way to go after him. I am not sure.
