Legal Question in Real Estate Law in New Jersey

We bought a condo 4 years ago with hardwood flooring. Now 4 years later, the HOA is telling us that the flooring in our unit violates the By Laws, which state that acceptable flooring options are carpet, tile or linoleum. Apparently, the neighbors downstairs may have complained of excess noise. Can they force us to pay to change the floors even though we did not install the hardwood? Can they target us to change the flooring, when we know most of the other second floor units in the Association also have hardwood floors?
