If the coop is represented by Counsel, are individual shareholders precluded from asking questions on their own behalf at municipal planning/zoning meetings?

No, but the time for those questions may be restricted to specific times - usually after a witness has testified. Sometimes testimony carries over to the next meeting, so questions from the public may be deferred.
