Legal Question in Real Estate Law in New Jersey

security deposit

I rented a summer share in NJ 2008. I vacated the house in September. I had yet to hear from the landlord concerning the security deposit, so I attempted to contact him via the realtor at no avail. Today 2/17/09, he sent me an email stating that not only was I not going to receive any of the security deposit back, but he was going to send me a bill for extra damages. The amount of the security depsoit was $2400 and today was his first attempt to contact me. Can he do this?
