Can an Executor of a Family Trust make any changes to the trust without a Court Order?

Generally no, but I have not seen or read the trust document which may allow certain things to be done if rights to do this were given. For example, there may be things like making distributions which allow discretion as to when they can be made, separate from mandatory dates. More information on trust language is needed.
