Legal Question in Banking Law in New Mexico

Good day. I have an internet savings account (official, FDIC etc.) and clicked on the link benificiary. Started filling out the form, but could not finish because the form accepts only American benificiaries with a SS number. I had my (foreign) sister in mind and asked the bank how to proceed, but they said no, only US benificiaries.
Does that sound right?
