It means that someone has had a civil suit filed against them in court. It also means that the person sued did not properly respond to the court within the 30 days which the law provides. The notice means that the plaintiff is applying to the judge for a default judgment granting the claims made in the Complaint. Finally, it means that whomever was sued better do something fast, as in right now, or suffer the consequences claimed in the Complaint.
