an agreement states that the This Agreement shall be construed in accordance with and governed for all purposes by internal laws of the State of New York applicable to agreements made and to be made and to be performed entirely within such state, without regard to the conflicts of law principles of such State. Can a law suit for breach of agreement be brought in a country outside the US?

Yes. The court in the foreign country would have to apply NY Law.
