Legal Question in Business Law in New York

Is it legal for me to pay someone to give out free hugs to advertise my business? They wouldn't do it without the person's consent.

I don't really think the hugging aspect is a problem if as you say they get consent to touch another person first. I think you may have the same issue regards to solicitation just like they do when posting up or handing out flyers, etc. So for example, if you did this in a public park it might be a violation that could get you fined. I'm not concluding that of course just saying I would look into to it first.
