Legal Question in Business Law in New York

Is it possible to place a statement at the end of an on-line application that states that once the application has been submitted, it is understood that the applicant has agreed to all the requirements, answered to the best of their knowledge and are aware the submission is their agreement/approval/signature even though they don't actually sugn the application.

More information is needed as to the type of application. However, to the best of my knowledge, a statement similar to the the language in your question would be upheld in Court.
