How to set up paticular internet biz

I want to set up an information based internet business. Simply put, I will instruct people how to set up an event/seminar business in their city. I will only sell one or two per city. I will only charge a one time fee for the info. Therefore, I dont think this is a franchise, maybe a licsensing situation? What forms or permits do I need to conduct this business? Do I need to collect taxes on line. And when refering to myself as President on the site, can I use a stage name to protect my anonimity?
