Legal Question in Civil Rights Law in New York

bus discrimination

I am phsyically disabled and have been denied access to Regional Transit Service busses, by bus drivers, in that they do not always deploy the use of lifts and ramps. I have filed suit in U.S. District Court. I am on SSDI. Am I entitled to free legal representation to assist me in preparing and presenting my case?

The EEOC or Division of Human Rights would first investigate then bring an action if they could not mediate it.
