Legal Question in Civil Rights Law in New York

My neighbor is running an auto repair shop out of his garage. This is a single family residential zoned neighborhood. The town of Islip, ny says that they have done all they can to stop him and that it is too difficult to prove that he is running a business. The vehicles are all different and do not belong to anyone living in the house. The vehicles are constantly coming and going and the work goes on most evenings and almost all weekend. It has become noisy and a nuisance. Is there a way to stop them from doing this work through the courts.
