Legal Question in Civil Rights Law in New York

I am going to sue the city of new york

im not sure which branch of the law this falls under, civil? i need to know how to start the process. i am very serious. please do not contact me if you are just going to try and sell me a consultation or something. i need a lawyer who is not afraid of controversy and who will work pro-bono. i knew the late William Kunstler personally and if he was still alive, i would hire him. i need a lawyer like him, or as close as they come. please advise me as to what are the first steps in filing a lawsuit against the city of new york. thank you.

Here is how to sue the city:

1. You must send a letter stating the nature of your claim, date of the claim, and contact information, to the agency you want to sue and the insurance department for the city (liability insurance) and a copy to the corporation counsel.

2. If they deny your claim or the time for them to answer has passed (check the city law -online) you can then file suit in a court of law.

3. File suit in court (check the amount and the type of relief you are seeking for the right court.

4. Serve the agency, the insurance department, and the corporation counsel.

5. Pray for luck (you may get someone fresh out of law school).

This may be overkill on the notice and the service but it is better to be safe than to miss serving a party and end up being tossed out of court.
