Can a debt collector put a levy on you account without contacting you? Altough it is not your debt

A debt collector has to file suit against a person and obtain a judgment before the company can place a lien on a person's account.

If your account has a lien against it, you may have been the victim of sewer service. In other words, a process server files a false return of service alleging he served you when he didn't. Under those circumstances, the unscrupulous debt collector may obtain a default judgment and move forward to place a lien against your account.
