Is it true that if you get charged with a class b felony robbery 1st degree the courts can't lower it any lower than a class c felony robbery 2nd?

Not sure what you're asking. Courts don't lower reduce charges unless the evidence before the grand jury did not support the charges, in which case the court may strike unsupported counts.
