Child Support Reduced?

I filed for child support as for one year previously my ex did not offer or give a dime to help me out. since I filed they have been taking it out of his paycheck because of this. At first it was temporarily ordered that I get $35. a week because the Judge did not want the father to be below the poverty level. Well it was switched to Broome county instead of Tioga as My ex complained he didnt live in tioga.

Now after having been in front of a hearing examiner a month later it has been reduced to $25 a week because they did not want the father being under the poverty level.

I Asked the hearing examiner why is it ok for the child to be in poverty and her reply was ''Thats why you are on welfare''

My question is how can they reduce the child support when not only did he refuse to pay anything for an entire year but he has a job, He informed me the other day he just got a raise. He can afford to buy a new car and go on a trip to south carolina but he can only pay 25 dollars a week for child support?
