Court Ordered Vasectomy in New York

Is it true (in New York) that a man who cannot afford to pay child support must have a vasectomy or be put in jail? Is that a law? Was it ever a law? Please, please, I must know this to answer some questions about my deceased father. Thank you.

This is a joke. It is relted to the issue of requiring women on welfare to agree to using 'norplant', a passive birth control device inserted into the woamn's upper arm.

This is not the law in either case today, nor is it likely to be the law in the future in the US. Perhaps outside the US/Europe/South America it may become the law.
