IIf their is joint custody but one parent has primary residency can the other parent Without legal residency take the children out of state to live without permission

You need to challenge this move in court by requesting a modification of custody/visitation. The move may interfere with the current custody order, drop off location, costs, children's schedule, and school arrangements.
