if i was married in one state in 1997 and married the same man to have a wedding in 1999 then divorced in 2009 from the 1999 wedding am i still married to this man

If the divorce in 2009 was completed and you have a final divorce decree in your hands, you are no longer married to him. The divorce legally dissolved your marriage bond with him.
