what if a person was awarded an illeagl arbtration judgement in new york sate and the other party lives in another state and cant pay what happens to that party

The winner can enter judgment and then have that judgment docketed in the other state and enforce the judgment through garnishment and all the other tools for enforcement of money judgments available under that other State's laws.
