Legal Question in Immigration Law in New York

Canadian Citizen: Inadmissible to US under 212(a)(6)(c)(i) of the INA. Waiver (I-192 or I-601) or tourist visa at the consulate?

- Canadian Naturalized Citizen (Was a citizen in Asia)

- History of misrepresentation due to fraudulent passport ~30 years ago: currently inadmissible under 212(a)(6)(c)(i)

- Had been successful traveling back/forth to US with Canadian Passport by air/land, but recently found to be inadmissible when attempted to cross the border by sea

- Currently residing in asia

- Better to apply for waiver? or apply for a tourist visa at the consulate w/ interview with an immigration officer?

- What is the approximate processing time for both?
