Visa on Hold

I am nurse, I was interviewed in October 2005 for my immigrant visa application,but due to my visa screen certificate that was pending i was not released a visa. My visa screen certificate was not released by the International Commission on Healthcare Profession(ICHP) because I worked in Saudi Arabia in 2001-2003 I had a license in Riyadh,Saudi Arabia ,and it is not validated. Any license i hold have to be validated. I have been trying to get a validation of this license from their licensing agency, the Ministry of Health (MOH)but they will not validate my license,and ICHP insist on a validation.Due to the distance and language barrier I have a hard time negotiating and obtaining my validation. I asked my embassys' help,they approached the diplomatic way and forwarded my concern to the Saudi Foreign Affairs office that advise me to ask the help of my previous employer to help me obtain my validation. It has been more than 6 months and i am still unable to get any help, I am running out of time. I surfed the internet for possible help and found this site,the Visa Screen Certificate is part of my immigrant petition requirement can I be released with a visa considering the indifference of the licensing body in Saudi?
