Legal Question in Landlord & Tenant Law in New York

if i live in an apartment on the 3rd floor of a building is the landlord required to have a door on the first floor which leads to the street always locked? (or can the door to the street be left open, where anyone from the street can walk all the way up outside of my apartment on the 3rd floor)?

There is no "law". However, if there is a propensity for crime in the area and if it is reasonable that the landlord should have a lock on the first floor which leads to the street, then the landlord would be negligent if he or she fails to place a lock on that door (and supply the tenants with keys).
