Legal Question in Landlord & Tenant Law in New York

I live on Huntington, NY now for 11 months. I have a landlord that is taking up now 4 days to repair a bathroom. The floor collapse near the bath tub. It took the landlord almmost 5 weeks to come and fix. I have no toilet,no sink,and a some what tub. The walls are in shambles, and also the floor. My question is can I withhold rent until it is complete?

Before you withhold partial rent you would have to serve notice on the landlord. Notice should be served by certified mail. Under the notice you must state what is wrong and that if it is not repaired within a reasonable period of time (1 week?) that you will withhold a percentage of the rent as a result of the landlord's breach of warranty of habitability.
