Legal Question in Landlord & Tenant Law in New York

My previous landlord is telling me she can't give me my security deposit back and that my old roommate has to because she decided to stay. I've tried contacting my roommate and she is refusing to give me the money. Who should i be getting my security deposit back from and how do i get the money back?
